He was predeceased by: his parents, Neal J. Halpin, Sr. and Marie Antoinette "Toni" Landwehr Halpin; and his brother Leo J. Halpin. He is survived by: his siblings, Marie A. Halpin of Carlisle, KY, Dennis Halpin (Kathy) and Charles Halpin (Kiyoko). He is also survived by several nieces, nephews, and cousins.
