He was predeceased by: his parents, Charles "Pete" Phillips and Bertha Anderson Phillips; his wife Sue Shelton Phillips; and his siblings, Charles Clayton Phillips, Jerry Phillips and Kathy Moore.

He is survived by: his children, Sandy Buckingham (Sam) of Junction City, David Phillips, Jr. (Ashley) of Junction City, Stanley Phillips of Mitchellsburg and Dale Phillips (Becky) of Forkland; his sister Linda McFarland of Florida; and his grandchildren, Amanda Hanny, Cori Johnson, Maddy Phillips, Makayla Phillips, Jessica Renner, Cody Phillips and Tyler Stephens. He is also survived by 10 great-grandchildren.
