He was predeceased by: his father Elbert Spicer; and his father-in-law Gerald Moore. He is survived by: his wife Latrenda Shanane "Trendy" Moore Spicer; his mother Amanda Pennington Baker; his stepmother Maudie Collins; his children, Michael Elbert Spicer, Matthew Levi Spicer, Ryan Lane Spicer, Christian Lee Spicer, Clarissa Meadows (Tyler), Olivia Tilford (Chris), Hannah Hudson (Tyler), Arionna Hensley (Brison), Veronica Mallory Spicer and Devyn Lynn Spicer; his siblings, Phillip Wayne Spicer (Jennifer), Vonda Spicer, Rhonda Spicer and Cheryl Spicer; and his grandchildren, Karlee Reese, Eli James, Harlan Gerald and Memphis.

Visitation was held on Wednesday, January 29th 2025 from 5:00 PM to 9:00 PM at the Breathitt Funeral Home (409 KY-15, Jackson, KY 41339). A funeral service was held on Wednesday, January 29th 2025 at 7:00 PM and on Thursday, January 30th 2025 at 1:00 PM at the same location.
