He was predeceased by: his parents, Riley Owens and Samantha Raleigh Owens; his wife Ruth Lee Neace Owens; and his sisters, Geneva Tolliver, Sylvia Works and Dana Dixon.

He is survived by: his children, Tonya Renee Bland (David), Richmond, Rhonda Kay McMaine (Curt), Irvine, William Riley Owens (Staci) and James David Owens (Glenna); and his sister Earnestine Creech (Tiny).
