He was predeceased by: his parents, Orris Earl Sr. and Mary Frances Carter; his wife Mary "Sybil" Carter; and his brother Orris Jr.. He is survived by: his children, Chris Carter (Mary) of Norman, OK, Peggy Roberts (Garry) of Independence and Amy Brink (Rick) of Chester, VA; his grandchildren, Israel Roberts (Clare), David Roberts (Rocio), Shiloh Kieffer, Garret Brink (Julia), Tristan Brink, Anna Hatcher (Ric), Colin Brink (Laura Beth), Chad Carter (Seanna), Emma Juday (Mike), Ivy Brink, Opal Brink and Carter Dean Brink; and his niece Diane Ligon (Jerry). He is also survived by 14 great-grandchildren.
