He was predeceased by: his parents, Raymond R. Higgs and Louise Fentress Higgs. He is survived by: his wife Glanelene Skaggs Higgs; his children, Marsena Harkins (David), Tim Higgs (Teresa Bush), Larie Skaggs (Mike A.) and James R. Higgs; his stepchildren, Jennifer Carter (Anthony), D. Mike Skaggs (Sarah Cecil), Hazel M. Baker and Matthew Skaggs (Jessica D.); his foster daughter Dawn Cook; his brother Randy; and his sister-in-law Hazel Higgs of Hudson. He is also survived by twenty-five grandchildren and eight and 1/2 great-grandchildren.
