He is survived by: his wife Frances Hill Scruggs; his children, Dianna Fackler (Dave), Donna Sartin, Dana Hilyer (Scott), Dennis Scruggs and Terry Scruggs; and his sister Gayle Rozell. He is also survived by 14 Grandchildren and 7 great grandchildren.
