He was predeceased by: his wife Betty Jo Skaggs (Bazzell); his granddaughter Casey Skaggs; his sister Faye Neihoff; and his parents, Raymond Skaggs and Mavis Osborne Skaggs.
He is survived by: his sons, James Clayton Skaggs (Jana) of Metropolis, IL and Joel Skaggs (Lisa) of Lowes, KY; and his brother Philip Skaggs of Mayfield, KY. He is also survived by four grandchildren; and three great grandchildren.
