He was predeceased by: his parents, James Earl and Louise Carter (Hopper); his daughter Leisha Winters; and his brothers, Jim Carter, Joe Neal Carter, Bobby Carter, Sr., Tommy Carter and Bill Carter.
He is survived by: his wife Susan Carter (Forbus) of Hickman, Kentucky; his daughter Lorrie Browning (Brad) of Martin; his grandchildren, Amya Siglow of Jackson, John Michael Winters (Samantha) of Hickman, Jaxon Carter Winters of Hickman and Bryan Thomas Winters (Mary) of Dyersburg; his brother Ed Carter (Mina) of Clinton, Kentucky; his sisters-in-law, Linda Carter of Arnold, Vicky Carter of Fulton and Deana Carter of Union City; and his sisters, Virginia Peery and Jane Dublin. He is also survived by five great grandchildren; two sisters.
