He was predeceased by: his parents, Lonnie Mullins and Garnett Ratliff Mullins; his former wife Wanda Sue Mullins; his daughter Tammy Lynn Stalker; and his siblings, Clifford Mullins, Linda Johnson, Gwendolyn Johnson and Letha Flannery.
He is survived by: his wife Mary Blair Mullins; his children, Thomas Estill Mullins (Kay) of Hellier, KY, Garnett Sue Coleman (Donald) of Shelbiana, KY and Peggy Mullins Ramsey (Wayne) of Elkhorn City, KY; and his sister Brenda Rowe of Indiana. He is also survived by 11 grandchildren, 17 great-grandchildren, and 2 great-great grandchildren.
