He was predeceased by: his parents, Leslie Byrd and Maude Neff (Howard); his wife Ruby Mae Neff; his siblings, Lee Neff, Denzil Neff, Wendel Neff, Jimmy Neff, Kenneth Neff, Bobby Neff, Margie Stilwell, Kathleen Wheatley and Betty Ann Bell; and his granddaughter Samantha Rogers.

He is survived by: his siblings, Emma Jaggers and Jack Neff; his children, Lula Mae Marsch (late Glenn Dexter), William Ray Neff, Paul Allen Neff and Teresa Faye Robinson (Chris); and his grandchildren, Scott Marsch (Donna), Cathy Boswell (Wayne), Jennifer Wimmer, Melody Payne (Mike), Amber Neff (Jason Reardon), Donald Sams and AJ Stinchcomb. He is also survived by 15 great grandchildren and 1 great great grandchild.
