He was loved and cherished by many people including: his parents, Earl Carter and Bessie Violet Burgess Carter; his brothers, Terry Lee Carter and James Henry "Tiny" Carter; his wife Ina Rebecca Fannin Carter; his children, Timothy Ray McGinnis (Cassandra) of Load and Misty Michelle Carter (Shelby Worthington) of Wurtland; his grandchildren, Kirsten Meadows (Caleb), Angelrae Bates, Charlee Rayne McGinnis, Brantley Meadows and Raylan Meadows; and his sister Charlotte Brown of Flatwoods. He was also cherished by nieces, nephews, cousins, extended family and friends.
