He was predeceased by: his parents, Vernon J. Payne and May Burgoine Payne; his stepdaughter Lisa Spradlin; his grandchildren, Gerald Wayne Vincent and Jessica Vincent-Parks; and his brothers, Albert, Floyd, O'Dell and Larry Payne.

He is survived by: his wife Betty Hale Payne; his children, Kevin Payne (Stephanie) and Debbie Vincent; his stepdaughter Thresea Wilkerson (Gary); his grandchildren, Victor Payne, Nathaniel Vincent and Jamie Hardin (Joe); his great grandchildren, Dalton Vincent, Leah Hardin (Henry), Tara Hardin and AJ Hardin; his great great grandchild Melanie Mendez; his siblings, Donald Payne, Barbara, Brenda, Linda, Beverly and Phyllis; and his sister-in-law Doris Payne. He is also survived by several nieces, nephews, great nieces, and great nephews.
