He was predeceased by: his parents, Houston Tarter and Elizabeth Dudley Tarter; and his brother Jimmy Tarter. He is survived by: his wife Betty O'Brien Tarter of Glasgow, KY; his sons, Carlos Tarter, Sr. of Albany, KY, Jimmy Tarter of Columbia, KY and Johnnie Tarter, Jr. (Tammy) of Columbia, KY; his grandsons, Carlos Jr., James and Brian Tarter; his stepgrandson Elliott Spurlock; his great grandchildren, Siddalee, Jack O'Brien, Lillea, Clayton and Payton Tarter; and his brother Kenny Tarter (Cheryl) of Columbia, KY. He is also survived by several other friends and relatives.
