He was predeceased by: his parents, Charles Russell and Laura Bell Cluff (Fawley); and his sisters, Nancy Ellen Cluff, Donna Jean Wilkin and Patricia Johnson.
He is survived by: his wife Margie J. Cluff (Hursong); his children, Daniel Cluff of Cleveland, Sheila Groves of Wintersville and Joseph Cluff, Jr. (Dollie) of Quincy, Kentucky; his grandchildren, Maranda Cluff, Emily Hawks (Matthew), Michael Cluff, Christopher Groves, Matthew Cluff, Kelsey Saxton (Willie), Laura and Bethany Cluff; his siblings, Shirley Joan Creek (Dwight), Betty Lou Germann of Sidney, Janet Dickey of Tipp City and Charles Cluff (Beth) of Hillsboro; and his brother-in-law Robert Wilkin of Enon. He is also survived by four great grandchildren.
