He was predeceased by: his parent Bro; and his brother Gary Oliver. He is survived by: his spouse Barbara Sebastian Oliver; his children, Kevin Douglas Oliver (Deanna) and Rhonda Oliver; his sister Phyllis Butner; and his grandson Matthew Oliver of Lancaster.

In lieu of flowers, contributions may go to Hyattsville Baptist Church.
