He was predeceased by: his mother Laura Kathyrn Brown Phelps; his brother Kevin Phelps; his brother-in-law Anthony Hillyard; and his uncles, Jerry Phelps, Donald Phelps, John Carner and Donald Huffstutter.
He is survived by: his father Marion Phelps; his siblings, Kathy Hillyard of Crestwood, KY and Tony Phelps of Fredonia; his nephews, Josh Hillyard of Louisville and Seth Hillyard of Louisville; and his aunts and uncles, Marjorie Carner of Lyon County, Nancy Huffstutter of Paducah, Darryl "Buzz" Phelps (Faye) of Fredonia, Bill Phelps (Linda) of Fredonia, Doug Phelps (Kaye) of Fredonia and Paul Brown (Susan) of Princeton. He is also survived by four grand-nephews; three grand-nieces.
