He is survived by: his parent Lillie Mae Bland Starks; his wife Linda Jernigan Starks of Franklin; his son James Partinger of Franklin; his granddaughters, Skylar Sherwood and Shania Claybrooks; and his siblings, Mary Starks of Franklin, Marilyn Strong of Terre Haute and Bennie Starks of Bowling Green. He is also survived by nieces and nephews.
