He was predeceased by: his siblings, Billy Phelps, Dewey Phelps, Marcella Wilburn and Wanda Mosley. He is survived by: his wife Rosie Phelps of Erlanger; his children, Nicole Nussbaum (Jeffery) of Elsmere and David Phelps (Lindsey) of Edgewood; his siblings, Harold Phelps of Bobby Phelps, Dean Pittman, Iva Poynter and Vicki O'Brien; and his grandchildren, Avery Phelps, Gage Nussbaum and Rylee Phelps.
