He was predeceased by: his parents, Loretta Katherine (Hedges) and Charles Wesley Phillips, Sr.; and his siblings, David Phillips, Loretta Faye Phillips and Donna Marie Castro.

He is survived by: his wife Teresa Phillips (Payton) of Eminence; his children, Michelle Dawn Wardrup (Chris Kushman) of New Castle and Scottie Payton (Stefanie) of Pendleton; his siblings, Kathy Phillips of Pleasureville, Charlene Fritz (Clarence) of Texas, Carolyn Phillips of Lawrenceburg, Jimmy Lathrem (Karen) of Frankfort and Charles Phillips, Jr. of Pleasureville; and his grandchildren, Austin Payton, Cole Wilson (Kasey), Cody Payton, Clay Wilson, Emily Wilson, Brandon Wardrup and Kassi Wardrup.
