He is survived by: his children, Bobby Ray "Rusty" Belcher, Jr. of Elkhorn City, KY and Angie Mullins (Tommy) of Elkhorn City, KY; his son-in-law Tommy Swiney of Elkhorn City, KY; his grandchildren, Issac Swiney (Verda), Shawn Swiney (Jeanie), Chase Belcher, Heather Newsome (Forest) and Cheynne Carey (Brandon); and his great grandchildren, Noah Swiney, Issac Swiney, Ben Swiney, Shelby Arnett, Easton Newsome, Evelyn Carey and Easton Sanders.
