He was predeceased by: his parents, Cornelius Owsley and Geneva Pulliam Phillips; and his siblings, William Owsley Phillips, Rebecca Phillips Yocum, Mildred Price and Genrose Whoberry.

He is survived by: his nephews, William and David Whoberry.
