He was predeceased by: his parents, Joseph E. Neltner and Leona Neltner (Meier); and his brother Ronald Neltner. He is survived by: his wife Janice Neltner; his children, Marc Neltner (Susan), Scott Neltner (Jill), Paul Neltner (Tracy), Krista Campbell (John) and Kurt Neltner (Carolyn); his grandchildren, Rebecca, Will, Bridget, Laura, Ellen, Abby, Calvin, Jack, Ty, Sam, Andrew, Daniel, Clare, Sarah, Samantha and Clayton; and his brother Roger L. Neltner. He is also survived by numerous nieces and nephews.
