He was predeceased by: his wife Elma Sue Baldwin; and his siblings, Gary Baldwin, Ricky Baldwin, Joyce Franks and Linda Baldwin.

He is survived by: his wife Lisa Rose Baldwin of Cumberland; his children, Billy Ray, Angela Combs of London, KY, Angie Burke of Cumberland, KY, Jessica Henson of Cumberland, KY, Brittany Davidson of Cumberland, KY and Crystal Maggard of Keokee, VA; and his sisters, Freda Owens and Mary Baldwin.
