He was predeceased by: his wife Anna Lucille Shelburne Mills; his son James Earl Shelburne; and his brother Earl Mills Jr.. He is survived by: his children, Dana Sue Nickerson (Gary) of Nashville, TN., Terry Gene Moore (Brenda) and Cecil Marion Moore Jr.; and his siblings, Billie June Hall (Harold) of Jacksonville, FL. and Benjamin Thomas Mills of Robertsville, AL.. He is also survived by 12 grandchildren, 26 great grandchildren and 8 great-great grandchildren.
