He was predeceased by: his parents, Herbert D. Coulter and Edna Mae Coulter (Tingle). He is survived by: his wife Wendy; his son Jacob Skaggs (Andrea); his grandchildren, Gianna, Sofia, Lola and Rocco Skaggs; and his siblings, Karen Ballard (Tim), Shelia Cheser (Frank Rassenfoss) and Barry Coulter. He is also survived by dogs, and children.
In Lieu of flowers the family requests that donations be made to the Kentucky Humane Society, or the Funeral Home to help with funeral expenses.
