He was predeceased by: his parents, Elmer Milligan and Della Milligan; his daughter Lora Milligan; and his wife Anna Louise Milligan. He is survived by: his sons, Zachary Milligan, Steven Milligan (Elaine Durall) and Charles Milligan; his grandchildren, Jena Blue, Jameson E. Milligan, Skylee J. Milligan and Aniyah Milligan; his great grandchildren, Treaty Floyd and Daimion Blue; and his brothers, E. C. Milligan and Jimmy Milligan. He is also survived by several nieces and nephews.
