He was predeceased by: his parents, Joe Henry Phelps and Mabel Phelps (Edwards). He is survived by: his wife Cynthia Phelps (Cadwell) of Calvert City; his children, Lance Phelps (Le-Ann) of Benton and Kim Broecker (Jim) of Louisville; his siblings, Larry D. Phelps (Deanna) of Calvert City and Rebecca Eddleman of Paducah; and his grandchildren, Emily Phelps and Ellie Phelps. He is also survived by several nieces and nephews.
In lieu of flowers the family request donations be made to St. Jude Children's Hospital, 501 St Jude Place, Memphis, TN 38105-9959.
