He was predeceased by: his parents, Millard Cecil and Minnie Elizabeth Riggs Cooper; and his brothers, Kevin Cooper and Paul Cooper. He is survived by: his wife Darlene Rose Wachter Cooper; his children, Cecil Allen Cooper of Augusta, Crystal Carr (Buddy) of Germantown, Rachell Ruf (Bobby) of Augusta and Karrie Gill (Tommy) of Brooksville; his grandchildren, Elizabeth Howard, Gabriell Carr, Heather Carr, Trevor Gill, Joseph Cooper, Mary Fullard, Brittany Gill, Ashanti Gill, Jamie Ruf and Kevin Cecil Cooper; his great grandchildren, Ethan Carr-Jordan and Isabell Jordan; and his siblings, Marvin Cooper, Ann Horsely, Patricia Hackathorn, Lisa Buckett, Nancy Morgan, Rita Crummie, Vernon Cooper and Rodney Cooper.
