He was predeceased by: his wife Marilyn Lee Stroud Wilkins; his parents, Perry Oswald Wilkins and Versie Keeling Wilkins; and his sisters, Lucille Wilkins Rhea and Vera Wilkins Williams.

He is survived by: his daughter Shana Starnes (Brian) of Knoxville, TN.; his granddaughter Samantha Lee Starnes of Knoxville, TN.; his nephew Mike Rhea of Metropolis, IL.; and his nieces, Tana Underwood of Paducah and Vickie Goodman of Hopkinsville, KY..
