He was predeceased by: his parents, Oscar Phelps and Mary Baize Phelps. He is survived by: his siblings, Martha Frakes (Don) of Donnellon, Florida and Jack Phelps of Henderson, Kentucky. He is also survived by several nieces and nephews.
