He was predeceased by: his parents, Noah Phelps, Sr. and Lillian Beck Phelps; his wife Anna Jane Taylor Phelps (Janie); his son Gregory Dale Phelps; and his siblings, Lucille Kelly, Natoma Raymond and Conrad Phelps.
He is survived by: his sons, Paul K. Phelps (Debbie) and Noah Brianscott Phelps (Arrie Winfield); his grandsons, Nathan Eric Phelps (Jennifer), Nicholas Blake Phelps (Lindsay), Jordan Gregory Phelps (Bailey), Tyler Clayton Phelps (Caitlin) and Noah Landon Phelps; his great grandchildren, Madison, Henry, Hudson, Harper, Jayven, Yanessa, Alex, Grace, Ella Kate and Pierce; his sister Doris Jean Haynes; and his siblings-in-law, Carloyn Taylor Stewart (Paul) and Paul Taylor.
