He was predeceased by: his parents, Hesper Carter and Dove Hembree Carter; his wife Betty Lee Ledington; and his brother E. G. Carter. He is survived by: his children, Wendell Louis Carter, Becky of Barbourville, James Anthony Carter (Susan) of Lorain, OH and Dena Denise Ormston (Guy) of Lorain, OH; his siblings, Betty Ann Fitts (Cecil) of Cross Plains, TN, A. Y. Carter (Wanda) of Artemus, Don Carter (Bernice) of Artemus and Julius Carter (Levonne) of Brunswick, OH; his grandchildren, Brandon Carter, Rachel Holliday (Ryan) and Karly Masterson (Paul); his great grandchildren, Layla Carter, Tyler Simmons, Kyrie and Conor Holliday; and his niece Diana Woodings.
