He is survived by: his wife Judy Sturgill Scaggs; his son Justin Lee Scaggs; his daughter-in-law Whitney of Ashland, KY.; and his grandchildren, Landon Scaggs, Ryder Harper and Emersyn Grace Scaggs.
Visitation will be held on Friday, February 28th 2025 from 12:00 PM to 1:00 PM at the Steen Funeral Home-13th Street Chapel (3409 13th St, Ashland, KY 41102). A funeral service will be held on Friday, February 28th 2025 at 1:00 PM at the same location.
