He is survived by: his wife Clara Ratliff; his children, Anthony "Tony" Ratliff (Vicky) of Harold, KY and Shelia Westfall of Ivel, KY; his sisters, Betty Sellards of Pikeville, KY and Phyllis Brockel of Satellite Beach, FL; his grandchildren, Rebecca Horn (Wes), Thomas "Trey" Luther Westfall III (Carlene) and Andrea King; and his great grandchildren, Sadie Steele King, Clara Harper King, Emma Katherine King, James Douglas King, Miles Denis Westfall and Micah Thomas Westfall.
