He was predeceased by: his parents, George Billips and Maude Babb Billips; his son Bobby Ray Billips; and his siblings, George C., R. C. Billips and Dixie Vance.
He is survived by: his wife Emma Grace Halbert Billips; his daughter Johnene Holbrook (Pete) of Allen, KY; his brother Eddie Billips (Teresa) of Pikeville, KY; and his granddaughters, Emily Green (Tyler) and Olivia Gilkison (Dakota).
