He was loved and cherished by many people including: his parents, Raymond C. Frakes and Ruth Smith Frakes; his wife Katherine Shell; his children, Willard Frakes, Charles Frakes and Lynette Valentine (Shawn); and his siblings, Patricia Jackson, Arthur "Bud" Frakes and Ronald Frakes. He was also cherished by six grandchildren; and two great-grandchildren.
