He was predeceased by: his parents, Jeff W. Phelps and Dorothy Phelps (Ansel); his daughter Shannan Valdez; and his granddaughters, Sha Ane Valdez and Ezri Chavez Ybarra.
He is survived by: his wife Peggy Watie; his children, Brandon Phelps (Paula Ybarra) of Ulysses and Susanne Brazeal (Melissa) of Ulysses; his siblings, Jerald Phelps (Sharon) of Ulysses and Kay Spangler (Larry) of Bethany, Oklahoma; his grandchildren, Britley Sierra (Sophia) of Ulysses, Brance Phelps, Kiva of Hays, Bravane Phelps (Tiana) of Ulysses, Brady Valdez of Menard, Taydon Phelps (Krysta Wedel) of Salina, Gracelynn Phelps of Ulysses, LuKacey Solis (Cruz) of Dalhart, LaKresha Roush (Michaela Cantu) of Dalhart and Kolton Russel of Dalhart, Texas; and his great grandchildren, Kaden, Hitan, Easton, Harris Donald, Darrel, Jeremy and Logan. He is also survived by numerous nieces and nephews.
