He was predeceased by: his parents, Mary Ann Cochran-Penn and George M. Penn; and his brother Russell Penn. He is survived by: his wife Jeanyne Tangari; his daughters, Natalie Penn (Scott Mayton) and Olivia Penn; his grandson Declan Edwards; his sister Cindi Buck; his nieces and nephews, Rachel and Elliot; and his brother David Penn.

In lieu of flowers, memorial contributions may be made to Washburn University, Topeka Rescue Mission, or Midland Care Hospice, and sent in care of the funeral home.
