He was predeceased by: his parents, Elmer Lloyd and Shirley Halley (Garten); his wife Clara Diane Halley (Voletz); and his siblings, Priscilla Jones, Ronald Halley and Eldean Halley.

He is survived by: his children, Roy Halley (Sheila Williams) of Belvidere, Katie Brown (Charles) of Sylvia and Wesley Halley (Mari) of Hutchinson; and his grandchildren, Chassie Cason (Leal), Brady Davis, Kristina Davis (Matt Spain), Wayne Young (Taylor Grover) and Izzabella Halley. He is also survived by six great-grandchildren; and two great-great grandchildren.
