He was predeceased by: his parents, Albert J. Otter and Sophia Ann Otter (Bruggeman); his wife Charlotte T. Kreutzer; and his sons, Thomas Anthony Otter, Timothy Wayne Otter and Kevin John Otter.
He is survived by: his children, Dianne Wilson (James) of McPherson and James Otter (Cindy) of Pittsburg, Kansas; his grandchildren, Sean Wilson (Jennifer), Matthew Wilson, Kimberlie Hoover (Kelly), Amy Wilson, Joseph Otter, Jillian Otter and Jacob Otter (Katie); and his great grandchildren, Cooper, Sophie, Adelyn, Kolson, Kanon, Tayla and Kayler.
