He was predeceased by: his parents, Francis Marion Noel II and Mildred Laurine Trageser; his sisters, Pauline Noel and Mary Jane Able; his former wife Mary Ellen Stainbrook Noel; and his daughter Tammy Jean Noel.
He is survived by: his children, Francis Marion Noel IV (Rita), Vernon Noel, Fred Noel (Peggy), Pauline Troth (Mike) and Pamela Alexander (John Scott); his sisters, Patricia Noel and Lois Green; his grandchildren, Sara Swepston (Forest), Jonathan Alexander (Carly), Amiee Evans (Darin), Matthew Troth (Marissa), Jill Driver (Lee), Darcy Ross (Jason), Joseph Noel (Ashleigh), Jeffery Alexander, Melissa Bugni (Chad), Rachel Nelson (Kyle), Mark Noel (Cindy), Eric Noel (Cynthia) and Sean Noel (Ashley); and his stepchildren, Kitty Anderson and Thomas Anderson. He is also survived by twenty-five great-grandchildren.
