He was predeceased by: his parents, Joseph Shugart and Thelma Shugart. He is survived by: his wife Carol S. Shugart (Married); and his children, Jenny L. Shugart, Jerry W. Shugart, Jr. and Sherry K. Shugart.

Visitation was held on Friday, January 10th 2025 from 10:00 AM to 12:00 PM at the Johnson & Mass-Hinitt Cremations, Funerals & Receptions (203 N Washington St, Junction City, KS 66441). A graveside service was held on Friday, January 10th 2025 from 1:00 PM to 1:30 PM at the Kansas Veterans' Cemetery (5181 Wildcat Creek Rd, Manhattan, KS 66503).
