He was predeceased by: his parents, William Herbert and Hazel E. Harper (Noll); his wife Dolores (Bill); his son Mark Harper; and his grandsons, Brent and Brian Gaskill.
He is survived by: his sons, Kim Harper (Carolyn) of Hugoton and Keith Harper (Shannon) of Aurora; his grandson Craig Gaskill of Kansas City; his close friend Greg Tobey; his granddaughter Jordan Harper Blackburn of Highlands Ranch; his great grandchildren, Deklan and Dylan Blackburn; his grandson Case Harper (Bill) of Aurora; his niece Becky Rike (Eldon Rike) of Corning; his great-nieces, Lisa (Rob), Katie (Jeff), Becky and Amy Brown of Milwaukee; and also, Stephanie, Derek, Kara, Chloe, Dan, Chris (Tricia) and Allie. He is also survived by friends and family.
In lieu of flowers, a memorial has been established in Bill's memory with Pheasant Heaven Charities in Hugoton.
