He was predeceased by: his parents, Francis Elmer and Marjorie Dell Elmer (Phipps); and his siblings, Albert Elmer, Louise Garron, Ruth Elmer, Edna Hoffman, Melvin Elmer, Joseph Elmer and Theresa Miller.
He is survived by: his sisters, Mary Stephens of Garnett, Katherine McSwain of Arlington and Kathleen Dominick of Independence, Missouri; and his son Roger Mills of Richmond, Kansas.. He is also survived by nieces and nephews.
