He was predeceased by: his parents, George Starbuck and Mildred Louise Starbuck (Snider); his brothers, George Starbuck and Jim Starbuck; his brother-in-law Laverne Croan; his stepdaughter Sally Butler; and his grandchildren, Charles Ray Helms III, Stormy LeAnn Helms and April Helms.
He is survived by: his wife Ilene Starbuck (Grammer); his children, Shelia Starbuck, Bonnie Garrett (Robert), Charles Ray Helms II (Angela), Tina Abels, William McNeill and George McNeill; his sisters, Karen Cooper (Eddie), Judy Croan and Esther McClure; and his sisters-in-law, Mary Starbuck and Evelyn Starbuck. He is also survived by 40 grandchildren; 28 great grandchildren.
