He was loved and cherished by many people including: his parents, Benjamin Phipps and Lavon M. Phipps (Willey); his wife Vickie Phipps (Swartz); his daughters, Janelle Phipps of Pittsburg and Rochelle Phipps Garrett of Denison; his siblings, Benny Phipps of Pittsburg, Saundra Rhodes and Beverly Ross; his stepson Steve Porter of Kansas City, MO; his grandchildren, Cameron Garrett, Veronica Garrett, Colin Garrett and Sandra Phipps Terrill; and his great grandchildren, Brantley Mein (Phipps) and Braxton Mein (Phipps).
