He was predeceased by: his parents, Benjamin L Carter and Esther M Carter (Ross); his children, David Lester Carter and Carrie Marie Carter; and his half-brothers, Eugene McDowell and Ross McDowell.
He is survived by: his wife Hazel Marcella Smith; his children, Eric Wayne Carter and Julia Yvette Duley of Webb City, MO; his sister Edith Rader (Eldon); and his grandchildren, Gavin Duley, Shae Carter, Chelsey Wells, Erica Carter and Ashton Woodcock. He is also survived by 7 great grandchildren.
COVID-19/ Social Distancing restrictions will be adhered to; 30 people may gather at the pavilion, and any additional people may space themselves around the outside perimeter of the pavilion.
In lieu of flowers, memorial contributions may be made to Calvary Baptist Church in care of the funeral home.
