He was predeceased by: his parents, Russell B. Waters and Frances Waters (Yarborough). He is survived by: his wife Shannon Hugo; his daughters, Angela Rouse (Jeff) of Kansas City, Missouri and Susan Stumm (Matt) of Keller, Texas; his sister Linda Myers (Waters) of Stillwater, Oklahoma; and his grandchildren, Kathryn, Megan, Alexander and Eric.
