He is survived by: his wife Norma Phillips of Syracuse; his children, Cindy Chalk (Chester) of Syracuse and Richard Allen Phillips of Syracuse; his stepdaughter Tammy Wright (Tim) of Syracuse; and his sister Wanda Anders (Allen) of Pierceton.
